How each city sets out its fees

The three cities do not print their fees the same way. Temecula charges a base fee of $142 for a simple project, which includes 1 inspection visit, and then adds a unit fee for each item. For bigger jobs such as a re-roof, solar or a pool, it prints one total citywide fee.

Murrieta prints plan check and inspection as two separate amounts. Wildomar prints one fixed fee for most home jobs and says a permit issuance fee of $111 is also required unless the schedule says otherwise.

We have not added any of these amounts together. The city works out the final bill, so ask the permit counter for the total before work starts.

Water heaters, heating and cooling

In Temecula the unit fee for each water heater and/or vent is $29, on top of the $142 base fee. The unit fee for a furnace, burner, boiler or compressor up to and including 100,000 Btu/h is $150.

In Murrieta the inspection for a water heater replacement is $94.15, and the schedule says the plan check is waived by a council action. For an air conditioner or furnace replacement it lists $37.66 for plan check and $140.66 for inspection.

Wildomar lists $176 to replace a home water heater like for like. A second row, for water heater install or replacement, shows $109. The schedule does not say which row applies to which job, so ask the counter. Single family HVAC is $176.

Roofs, solar and electrical work

For a re-roof, Temecula lists $303 for up to 5000 square feet and $55 for each additional 1,000 square feet. Murrieta lists $97.47 for plan check and $182.75 for inspection on a home. Wildomar has no flat fee for a home re-roof. Its schedule bases that fee on the value of the job.

For home solar, Temecula lists $568 for a roof mounted system. Murrieta lists $450 for a home system of 15 kW or less. Wildomar lists $450 and adds $15 for each kW above 15 kW.

For electrical work, Murrieta lists an upgrade at $67.56 for plan check and $96.36 for inspection. Wildomar lists an electrical panel upgrade at $109.

Pools, patios, windows and room additions

Temecula lists a gunite pool of up to 800 square feet at $566, and a vinyl-lined or fiberglass pool at $448. Wildomar lists a home swimming pool at $505.

Temecula lists a patio or deck built to the city's standard plan at $204 for the first 300 square feet. Replacing the first 5 windows or sliding glass doors is $265, and a first story room addition of up to 300 square feet is $1,317. Wildomar lists home retrofit windows at $176.

Small fees added on top

Murrieta's tables add a mandated training fee of $3.32 and a GIS processing fee of $5.54. Wildomar adds a technology fee of $11 and a professional development fee of $7 on all permits issued.

Murrieta's and Wildomar's schedules also name state fees that depend on the value of the job. They do not give those in dollars.

What we could not find

French Valley is not a city. Riverside County handles its permits, and we could not open the county's fee list, so there are no French Valley figures here.

Temecula's and Murrieta's schedules are for the current fiscal year. Wildomar's schedule is the one on the city's site marked approved in 2023. Fees change, so check the city's own schedule or call the permit counter before you plan around a number.
