We found one Southern California price list for backflow tests. Eastern Municipal Water District, which serves the Temecula area, lists $197 for an initial test and $195 for a retest (effective 2026). A Texas company says $85 to $180 per device for businesses. For commercial plumbing by the hour, we found only national figures, not a Southern California rate.

Backflow test prices in Southern California
Eastern Municipal Water District (EMWD) publishes a fee list. It shows $197 for an initial backflow assembly test, $273 for a priority test, and $195 for a retest. The list takes effect 01/01/2026.
This is one district's own list. Other districts may charge differently or may leave testing to private companies. We did not find a published per-device price from a San Diego or Orange County testing company.
Fees if a device is not tested
EMWD lists $512 for non-compliance testing, which it does in place of turning off service. It also lists a $200 fine for each month a device stays non-compliant.
Check your own water district's page for its rules and fees. They are not the same everywhere.
What a business testing company elsewhere says
Tommy Cool Air, a company in Corpus Christi, Texas, says testing for businesses is often $85 to $180 per device. For larger devices or fire lines it says $150 to $450.
This is not a Southern California price. It is a different place, so it does not match the EMWD list, and we did not blend them.
Commercial plumbing by the hour
We found no Southern California hourly rate for commercial plumbing. Housecall Pro says commercial and master plumber rates commonly start around $100 an hour across the country, and emergency work can reach $150 to $300 an hour.
GoBridgit says commercial plumbing costs 10 to 30 percent more per hour than residential work. These are national figures. Ask for a written rate before work starts.
Testing rules and licences
The City of San Diego says all backflow devices are required to be tested annually. The State Water Resources Control Board's Cross-Connection Control Policy Handbook took effect July 1, 2024, and the board adopted a revised version on April 21, 2026. Your water district tells you who may test and how to file the result.
